TIL 19 Dutch prisons closed in 2013 due to lack of criminals. In 2016, Dutch prisons imported 240 prisoners from Norway just to keep their facilities full. Low incarceration is related to relaxed drug laws, rehabilitation over punishment, and ankle monitors which allow for re-entry into jobs.
