TIL the 1st US Congress proposed 12 amendments to constitution. 10 were ratified as the Bill of Rights and another was ratified in 1992. The twelfth, The Congressional Apportionment Amendment, is still eligible to be ratified and would increase the House of Representatives to over 1,700 members.
